Capacity is held in three states, pipeline, contracted and energised, and revenue arises only in the third, so the revenue multiple in the compute layers measures the distance between contracted and energised capacity. The perimeter covers four layers and 27 named constituents: neocloud and GPU cloud, data centre owners and landlords, accelerator and networking silicon, and power, cooling and electrical equipment. Model serving software, hyperscalers, model developers, generators and utilities sit outside the perimeter, each with the reason stated. Enterprise value is market capitalisation at the 18 September 2026 close using total shares across all classes, plus total debt including finance and operating lease liabilities, less cash and cash equivalents from the most recent reported balance sheet, on one basis across all constituents. Denominators are trailing twelve month revenue for the layer multiples, and contracted and energised megawatts, contracted revenue and remaining performance obligations for the compute layers, each on the constituent's own disclosed basis and date, with gross power and critical IT labelled separately. Enterprise value per megawatt, the share of contracted capacity energised and the layer medians are Windsor Drake computations from those inputs. Third-party figures come from central banks, regulators, grid operators, national laboratories, bulge bracket banks, the major consultancies, exchanges, rating agencies and primary filings with the Securities and Exchange Commission, each with an institution and a date.
